You are a semi-advanced user. This means you may upload and reupload files. I'm not sure what reupload means, but you can do it.

Do not upload copyrighted files. Any files you upload must be in the public domain, or must be your own creations. If they are your own creations, you give RGR eternal rights to use the uploaded file(s) as we see fit, and you cannot later withdraw permission to use those files.

There are few thing you can't do as a semi-advanced user. You cannot move pages, nor block other users. If you think you can make good use of such privileges, contact the Designer and ask to be upgraded to advanced user status.
